Summary
The proposed research will investigate Effectiveness of Command and Control (C2) in Complex and Uncertain Environments. The objective of the proposed research will be to determine empirically how new C2 Systems affect existing C2 Methodologies, Functions and the Organizational Structure. This proposed research will utilize a unique opportunity to analyze the Swedish Army’s 71th Battalion, thus providing a rare and valuable use case. The proposed research methodology are: 1) Theoretical Study: Researching methodologies for measuring C2 effectiveness 2) Experimentation: Measuring C2 Effectiveness for the Military Units (including the 71th Battalion), utilizing the results from Phase 1 above 3) Analysis: The data collected in Phase 2 will be evaluated per the measures identified in Phase 1, and recommendations developed The anticipated results are: 1) Development of more effective C2 Systems to adapt to C2 Methodologies, Functions and the Organizational Structure (improving the C2 Systems agility); 2) Changes to current C2 Methodologies, Functions and the Organizational Structure to better utilize the functions provided within current C2 Systems; and 3) Creation of a new training methodologies for C2 Technologies. The results from this research are also expected to provide guidance to civil organizations (e.g. requirements for command and control functions operating in uncertain environments) that are using C2 systems or are in the process of adopting such systems.

Effektivitet av ledningssystem i hotfulla och osäkra miljöer handlar om att mäta och jämföra hur väl man leder när man nyttjar datorsystem. Vi vill gärna tor att vi blir bättre med datorsystem, att vi kan fatta fler och bättre beslut, men är det så? Denna forskning tar sin avsats i ledningsteori, ledningsmätmetoder och används till att mäta och utvärdera hur väl ett team utvecklar sin lednings förmåga under nästan två år. I studien följs 71 Infanteribattaljonen vid Revingehed, men värt att poängtera att metoder, utvärdering och analys är allmängiltig för alla typer av ledning där man introducerar datorstöd. Förväntade resultat av studien är dels att utöka kunskapen om vad bra datorsystem ska ge för ledningsstöd och dels finna på nya funktioner i ledningssystem, i metoder och i utbildnings och träningssystem.
